11Issues related to the management of energy consumption and energy efficiency in municipal buildings are the main theme of a joint ISEDC/UNDP/GEF training course for young international specialists, which will be held in July this year.

The crucial changes that took place in the modern world in the recent decades, the rapid development of scientific knowledge and information technologies pose absolutely new problems for the world community. Under these conditions, the role of professional education with the use of practical aspects grows enormously.

One of the innovatory educational initiatives oriented to the professional improvement in the municipal energy management and energy efficiency in buildings is the joint training course of the International Sustainable Energy Development Centre (ISEDC) and the United Nations Development Programme (UNDP) – Global environment facility (GEF)  "ISEDC/UNDP/GEF Grant Training Course! for young specialists from Asia, Africa, Latin America, Europe and CIS.
The aim of the training course is to upgrade participants’ qualification in developing and implementing measures to improve energy efficiency in municipal buildings and showing the benefits of such measures, and strengthening of the institutional and human resource potentials in this particular field. The up-to-date knowledge and experience gained during municipal energy management grant training course will be useful for all experts (energy managers, engineers, ecologists, municipal officials, etc.) with different levels of professional qualification. The training course will include information and promotion activities highlighting the multiple benefits of energy efficiency.
The training course implies the creation of a system of professional development, which will help to provide the required human resources for various scientific institutions, production enterprises and municipal companies as well as to assure their continuous improvement and advanced training.
The course will be implemented within the UNDP-GEF Project "Building Energy Efficiency in the North-West of Russia". The training process will be held at UNDP pilot facilities in the city of Pskov (Pskov region), North-West of Russia from 18 to 24 July 2016.
ISEDC and UNDP-GEF already have successful experience of cooperation within the implementation of the educational project !UNESCO/ISEDC Co-sponsored Fellowships Programme – 2015! for experts from developing countries and countries with economies in transition, where the UNDP experts conducted theoretical and practical seminars on energy efficient and energy saving technologies.
The experts from more than 80 countries around the world are invited to participate in the training course. Twelve qualified professionals who fully meet the requirements of the programme will be selected for participation by results of open competition.
During the training course, participants will examine the state of modern energy efficient and energy saving technologies, familiarize with the environmental management system and the existing systems of municipal management of energy resources, including the stages of implementation and current state of such systems in Pskov region. In practical classes, trainees will try their hand at defining the list of energy efficient measures for various buildings and calculate estimated energy savings. Moreover, participants of the training course will assess the economic efficiency of different energy sources, make predictions in terms of using efficient and energy saving technologies and conduct environmental and economic risk assessment of the municipal buildings.
The training course is developed by leading lecturers and experts who have a significant experience of research and project work in the energy sector, the study, use and conservation of natural resources, and environmental management.
At the end of the course trainees will receive a Certificate of professional skills development under the ISEDC/UNDP/GEF Grant Training Course.
