The official Agreement on the establishment and operation of the International Sustainable Energy Development Centre in Moscow as a category 2 Centre under the auspices of UNESCO was signed by Director General of UNESCO, Mr. Koichiro Matsuura, and Minister of Energy of the Russian Federation, Mr. Sergey Shmatko.

Vladimir Putin, Chairman of the Government of the Russian Federation, signed the Order №1162 as of 12.08.2008 "Concerning the Agreement between the Government of the Russian Federation and the United Nations Educational, Scientific and Cultural Organization (UNESCO) on the foundation and activity provision of the International Sustainable Energy Development Centre under the auspices of UNESCO in Moscow".

The General Conference of UNESCO at its 34th Session in Paris adopted a resolution concerning the foundation of the Sustainable Energy Development Centre in Moscow as a category 2 centre under the auspices of UNESCO.

On the 176th session of the UNESCO Executive Board the Board ruled to recommend to the General Conference to approve at its 34th session establishment of the Sustainable Energy Development Centre in Moscow, Russian Federation, as a centre under the auspices of UNESCO, and to authorize the Director General to sign the Agreement with the Russian Federation.

The UNESCO Executive Board at its 176th session discussed a report by the Director General of UNESCO about advisability of founding the "Sustainable Energy Development Centre" as a category 2 centre under the auspices of UNESCO in Moscow, Russian Federation.
